Community capacity building, participation, cooperation: splendors and miseries

The article focuses on discussion of crucial concepts related to the new approach to rural development, like rural community capacity building, local participation and development of cooperative partnership. Different approaches to the concepts and their relations are investigated, basing on scientific literature and World Bank Report concerning both development processes and social participation. The analysis suggests that hitherto belief about positive character of all types of civic actions and development of participation is exaggerated and that the negative aspects should be taken in consideration too.
