Abstract

The article analyses the paradigm shift regarding rural development in the EU. Social changes taking place in rural areas, the development of new rural economy as well as globalization process redefines rural developmental objectives and strategies. The quality of life becomes developmental goal in rural local communities, instead of narrowly defined rural development, which was described in terms of increase in agricultural production. This change requires a new developmental policy, focusing on territorial cohesion. Participation in the developmental proces depends on the level of civil society organisation in local communities. A better use of positive consequences of developmental intervention ensures a high level of organization and connections of different social actors and institutions.
